Taking place from spring 2021 to 2026, the Cedar Drive Upgrade Project (PDF) will happen in a number of phases and will extend the sewer system, improve drainage, enhance Partington Creek and provide transportation upgrades. The much-needed upgrades will support new development in the eastern section of the Partington Creek neighbourhood, and will also improve service to existing residents in the area.
This will be the largest and likely the most complex project delivered by the City’s Engineering & Public Works department in the current five-year capital plan.

The majority of work is expected to begin in 2025 with completion in 2026.
Starting Monday, February 24, until Friday, March 7, Pollard Street and Crouch Avenue will be closed Monday to Friday from 7 a.m. to 5 p.m.
Gemco Construction will carry out preliminary clearing work for the development at Pollard Street and Crouch Avenue. For safety reasons, both streets will be fully closed during active construction hours (weekdays from 7 a.m. to 5 p.m.).
Drivers, cyclists and pedestrians will be detoured. The contractor will install signage in the area to advise road users of the closures, which will occur only during working hours. Local access for residents will be maintained.
Ongoing communications will take place with area property owners and other stakeholders as the work progresses, including notification when properties will be directly affected by construction activity.

The objectives of the Cedar Drive Upgrade Project are as follows:
Planning to bring utilities and roads to the east part of the Partington Creek neighbourhood –including the future Burke Mountain Village site – began about 10 years ago. Major engineering infrastructure is vital for the planned development envisioned in the Partington Creek Neighbourhood Plan.
The extension of services is mainly funded through developer fees, including the $16.5-million cost for the Cedar Drive Project.
