The Community Planning Division works with the community to guide future growth—developing, implementing and updating policies relating to:
- Land use planning, through the Official Community Plan (OCP)
- Community Social Development issues, such as Child Care, Heritage, Homelessness, Housing Affordability and Multiculturalism
- Reporting on and provide analyses of development statistics, population projections and census results
Each plan or strategy works within the broader objectives of the city, the region and the province, toward short-term and long-term goals. All community plans and strategies go through detailed planning, research, and analysis studies, as well as a comprehensive public consultation process with property owners, residents, and other stakeholders.
The community plans and strategies are then formally adopted by Council as a policy guideline when considering things like rezoning and development applications. Community plans and strategies are living documents that can be amended from time to time by Council, to serve changing community and development needs.
Official Community Plan (OCP)
The Interim Official Community Plan describes the long-term vision for the City, identifying where, when and how the City will grow. The vision, goals, objectives and policies in the OCP guide decision-making around planning and land use management. is a comprehensive plan that guides the overall future of the City and provides a broad framework for managing future change.

Housing Affordability Strategy
Through the Housing Affordability Strategy, Coquitlam’s goal is to work with partners from the non-profit, private and public sectors to ensure that a wide variety of housing types, sizes, tenures and prices can be offered in Coquitlam in the years to come.
