Coquitlam Advisory Committee and Public Library Board Volunteer Recruitment

The City is seeking volunteers from the public to serve on all seven Coquitlam Advisory Committees as well as the Coquitlam Public Library Board.
Coquitlam City Council is currently seeking four volunteers from the public to serve as citizen representatives on the Coquitlam Public Library Board.
The Coquitlam Public Library Board is established pursuant to the Library Act and is responsible for the provision of public library services in Coquitlam. The library’s mission is to nurture joy in discovery by providing inviting, innovative spaces and services that promote learning and knowledge and engage all of Coquitlam’s diverse communities.

Mandate: To provide a local and universal accessibility perspective and advice to Council with respect to the City of Coquitlam’s strategic priorities and accompanying strategic directions toward universal accessibility and inclusion:
- Continue to make the City more inclusive for existing and future residents with disabilities by addressing and preventing the physical, social and attitudinal barriers which impede their full participation in all aspects of City life.
- Provide advice to Council about the development of City policies and programs to educate and inform on matters affecting residents with disabilities and/or physical or mental challenges and universal accessibility.
- Review design plans for civic buildings and public spaces and provide advice to Council to ensure the needs of persons with disabilities are considered with the goal of universal access.
- Provide advice to Council about the development of City policies and programs, including an organizational accessibility plan and mechanism for public feedback in accordance with the Accessible British Columbia Act, to ensure the needs of existing and future residents living with disabilities are considered (e.g., transportation, housing, capital programs, leisure and parks services, environment).

Mandate: To advise Council on strategic and policy-related community safety measures in alignment with the City’s Strategic Plan. The following matters are considered, but not limited to:
- A multi-lensed approach to discussion topics related to public safety.
- Quality of life for residents related to the feeling of safety.
- Assisting staff to monitor and identify social trends and issues in the City that may impact community safety.
- Addressing the related measures set out in the City’s Strategic Plan related to community safety.
Mandate: To provide a community perspective and advice to Council with respect to achieving the City of Coquitlam’s Arts, Culture and Heritage Strategic Plan and accompanying implementation strategies to advance the cultural experiences for citizens. The Committee aims to:
- Provide advice to Council on significant specific cultural related issues that may arise from the community, staff or Council.
- Provide advice on how to advance implementation strategies and to work in collaboration with the City to move forward cultural services in Coquitlam.
- Support and connect cultural organizations with the exploration of opportunities and hosting of major events and festivals .
- Advocate and promote the value and benefit of cultural activities for all ages and abilities.
Mandate: To advise Council and staff on economic development and investment related issues and opportunities. Advice may be sought on items such as the following:
- Address priorities that relate to economic development, tourism and the visitor economy, film and corporate partnerships.
- Provide advice on how to advance the implementation strategies and work in collaboration to move forward to the Economic Development Strategy.
- Identify economic development impediments and opportunities for the City.
- Advise on business attraction, retention and expansion activities.
- Advise on ways to provide information about business to the general public.
- Attend to economic development matters which may be referred to the Committee by Council or other standing committees of Council.

Mandate: To provide a local perspective and advice to Council with respect to the City’s strategic priorities. The Committee’s objectives are as follows:
- Foster awareness and understanding of the City’s multicultural population and diversity.
- Initiate and facilitate discussion around existing and emerging multiculturalism issues.
- Identify barriers relative to citizen involvement in the community.
- Review and provide input to Council regarding the City of Coquitlam’s Multiculturalism policy.
- Assist in the development of a multiculturalism policy implementation strategy for the City of Coquitlam.
- Identify opportunities for public education and discussion regarding multiculturalism in the City.
- Provide input into the development and implementation of programs and services that enhance the culture of the community and create educational opportunities.
- Review and provide input on other items and matters as directed by Council.
Mandate: To provide a local perspective and advice to Council with respect to the City's strategic priorities, Business Plan priorities and accompanying strategic directions. The Committee also:
- Provides advice to Council on a wide range of areas including sport and recreation facility development priorities, strategic planning initiatives and policy development.
- Facilitates information sharing between sport organizations and recreation participants represented on the Committee.
- Supports collaboration and coordination across sport organizations and recreation participants related to sport and activity development.
- Advocates and promotes the value and benefit of sport and recreation for all.

Mandate: To provide a local perspective and advice to Council with respect to the City’s strategic priorities. Specific responsibilities of the Committee include, but are not limited to:
- Provide advice to Council on a wide range of existing and emerging environmental issues and trends including strategic planning initiatives, bylaws, and policy development.
- Provide a local perspective on the environment while giving due consideration to the balance between social, environmental and economic aspects.
- Identify and review opportunities for environmental protection and enhancement within the City and advise Council of the same.
- Advise Council on issues of environmental importance to stakeholder groups and to the community at large.
- Identify and advise on ways to build local environmental awareness, and promote environmental stewardship within the City.
- Celebrate environmental volunteer involvement and leadership including supporting the Environmental Volunteer Celebration (and its biannual Environmental Achievement Awards component).

Information Session for the Public Library Board
An online information session for prospective Coquitlam Public Library Board members will be held via Zoom on:
- Tuesday, September 17
- 5:30 – 6:30 p.m.
- To register, email the Coquitlam Public Library Office Manager
- Applicants may not be employees of the City of Coquitlam.
- Applicants who live in the City of Coquitlam are preferred.
- Applicants should demonstrate knowledge, experience or potential to effectively contribute to the bodies they are applying to serve.
- Applicants should demonstrate their community involvement, knowledge of Library Board governance (if applying to the Coquitlam Public Library Board) or advisory committee roles, general interest in public libraries or or advisory committees, as well as experience or potential to effectively contribute to the body they are applying to.
- Applicants of any age, race, colour, ancestry, place of origin, political belief, religion, marital status, family status, physical or mental ability, sex, sexual orientation, gender identity or expression, neighbourhood, and income level are encouraged to apply.
Successful candidates will be expected to:
- Serve the full term of their appointment by attending scheduled meetings
- Prepare for each meeting, which includes reading the agenda package
- Among other tasks, contribute by conducting research and reporting the findings at meetings and participating in discussions
- Public Library Board meets on the fourth Wednesday of the month at 6 p.m., except in March, August and December. Appointment terms are for a two-year period.
- Time requirements vary among the Advisory Committees (i.e. meetings occur bi-monthly or quarterly). Advisory Committees typically do not meet in August or December. Appointments are for a two-year term, starting in January and ending in December.
As these are volunteer positions, successful candidates serve without remuneration.
Appointments are made by City Council.
All applicants will receive a letter from the City in late 2024 advising of appointment decisions.
As a part of the application process, prospective candidates will be interviewed by the Library Board members and staff or City staff (depending on which Board/Committee you are applying to serve). Prospective candidates may be required to provide resumes and additional information at the time of the interview and consent to do so by signing the consent statement that is included in the application.
