A pre-application is the first step in the formal development application process. This early review allows City staff from multiple departments to provide applicants with preliminary, high-level direction to help them decide how to move forward with their proposal.
A pre-application is not intended to review a development concept at the same level of detail as a complete application. The pre-application review is limited to the siting, massing, and grading of a proposed development, and is intended to inform the project design for a future development application.
A pre-application is mandatory for most types of development projects (starting September 1, 2023). Review the Pre-Application Guide (PDF) for important details, then contact the Development Planning division once you’re ready to make a submission.
