Heritage Revitalization Agreement

A Heritage Revitalization Agreement (HRA) recognizes and provides protection to a heritage building, while allowing for redevelopment of the property.

An HRA is a powerful and flexible tool that is written to address the unique situation of the heritage property. The terms of the agreement can vary the zoning regulations and set out specific land use, density, setbacks, etc. for the site.

An HRA is a formal agreement between the property owner and the City which outlines the proposed redevelopment and the degree of protection and rehabilitation to be given to the heritage building. An HRA needs to be approved, with the consent of the owner, by Council.
